What are the Invented Rules?
Rules of questionable quality are one thing. But that is not the only problem: our societies are plagued by innumerable petty rules, which in reality do not exist but are invented. Bureaucrats and accountants, above all, are phenomenal in inventing rules. If challenged, they will say that the "rule" that they are imposing may not be the Law, but it is certainly best practice. In that way, they may for example demand that you fill a form again just because you used a pen other than ballpoint or declare an action null and void on totally flimzy, if not arbitrary grounds.
